Subverting Democracy

How does democracy work? By people voting. The Senate has passed a Continuing Resolution, and sent it to the House of Representatives. John Boehner has used his position as Speaker of the House to refuse to allow a vote by the entire House on this Resolution. Why is he denying the entire House the right to vote? I believe it is because he is sure the vote will not go his way. Is this ethical? Is this democratic?
The Affordable Care Act is the law of the land. There is a constitutional way to change or repeal laws, essentially the same process that was used to create the law in the first place. To throw millions of people out of work (feds as well as private contractors working on government projects) and deny government services to people because a political wing does not like the law is an atrocity, is unethical, and is an example of demagoguery. 
The ACA is the law. If the GOP cannot propose a better law and pass it through the system, then they have an obligation to observe the law, not to hold the workings of government hostage.
